Golden Sierra Business Connections Introduces free HR Hotline
In partnership with the California Employer's Association
Placer, El Dorado and Alpine county employers have been granted unlimited access to human resource consultants to answer questions and provide advice during business hours. It will be dedicated to addressing employment and labor law questions, as well as helping businesses solve employee related issues in the areas of compliance, recruitment, retention, safety, training and organizational development. CEA's human resource experts can also help with the day-to-day challenges of managing attendance, discipline, and can provide a wide range of human resource materials from simple forms to sample employee handbooks at a nominal cost.

In addition to the hotline service, 12 business assistance workshops will be offered to all county employers. For a nominal charge employers will receive human resource information and coaching that will help them remain in compliance with labor laws. The workshops will be held at the Connections Business Resource Centers in Roseville, Auburn, South Lake Tahoe and Truckee, and will be announced as they are scheduled.
"Many businesses are operating on extremely lean budgets and cannot employ a dedicated staff member to carry out important human resource functions," said Jason Buckingham, executive director of Workforce Investment Board. "The hotline and employer workshops will further support struggling business owners, and alleviate the pressure of human resource issues that impact their time and operating funds, so they can focus on running their businesses."
These services are normally offered through a membership with CEA at a cost of several hundred dollars per business. Through this program, the Workforce Investment Board has made these services available to all businesses in Placer, El Dorado and Alpine Counties FREE OF CHARGE using American Recovery and Reinvestment Act funds.In Partnership With:

WIA Youth Services
The WIA youth program provides education, training, and employment opportunities for low-income youth. Services are tailored to meet the specific needs of the individual and may include:
- Tutoring, study skills training, and instruction leading to completion of secondary school, including dropout prevention strategies
- Alternative school services
- Summer employment opportunities that are linked to academic and occupational learning
- Paid and unpaid work experience to include job shadowing and internships
- Occupational skills training such as vocational classes or on-the-job training
- Leadership development opportunities
- Supportive services such as transportation and childcare
- Adult mentoring
- Follow-up services to help individuals who have completed the program
- Guidance and counseling
Participant Eligibility
Individuals must meet the following criteria to be eligible to receive services:- 14 through 21 years of age; and
- US citizen or eligible to work in the US; and Comply with Selective Service registration requirements when appropriate; and
- Comply with local or state residency requirements when imposed; and Meet low income requirements (with limited exceptions); and
- Need assistance as demonstrated by one of six factors
In addition to establishing eligibility, the individual must be assessed and selected for participation.
Note:
Documents that confirm an individual’s eligibility for WIA services will be required during the application process. Examples include but are not limited to: birth certificate, social security card, pay stubs, etc. Not all eligible applicants are entitled to selection for the WIA program. Selection is based on availability of funds, the individual level of need, and the appropriateness of the individual’s circumstances to receive services.

Local Youth Get Inside Track on 114,000 New Green Jobs
According to a study performed by the Natural Resource Defense Council, as many as 114,000 new green jobs may be created in California by the end of 2010.
California Green Jobs Corps, a free program for local youth age 16-24, aims to help youth pursue some of those 114,000 new green careers.
"We want youth to get excited about green jobs," said Brent Rubey, Education Director for the Sierra-based program. "Green Jobs Corps participants get hands-on experience in watershed restoration, green building, organic agriculture, and clean energy. At the end of the 4-month program, we help them pursue the green career they are most interested in."
The program will launch in January. Information sessions for interested Placer County residents will be held December 10 and 11 at the Roseville and Auburn One-Stop Career Centers respectively. Applicants will interview during the last week of December.
"We are reaching out to local businesses and labor and community organizations to partner on this program to give participants hands-on training," said Betony Jones, Sustainability Director for the local program. "By supporting local youth in their pursuit of green careers, this community can position itself to capitalize on the projected growth in the green economy."
The program is free to all participants and takes place on evenings and weekends. Participants will also receive training in essential job skills, environmental stewardship, civic responsibility, community service, and green literacy.
"Green Job Corps youth will also complete an energy auditing internship, which will give them the inside track on one of the fastest growing careers in the country," said Mr. Rubey.
At the end of the program, participants will receive guidance and assistance in pursuing the green career they are most interested in. Jason Buckingham, director of Golden Sierra Job Training Agency explains: "Apprenticeships, on-the-job training, vocational certificate programs, or 2-4 year college programs are all possibilities for Green Jobs Corps youth. We will help connect them with the path that is right for them."
The California Green Jobs Corps is a state-sponsored pilot program funded by federal economic stimulus funds. The local partnership between Fourth Sector Strategies, Golden
Sierra Workforce Investment Board, Sierra and Los Rios Community Colleges is open to youth from Placer, El Dorado, and Alpine Counties. Statewide, 1500 youth with participate.
